2007 - January 16th

Royse City ISD Board of Trustees met in a regular session on Tuesday, January 16, 2007 at the Royse City ISD Administration Office.  A quorum being present, the following business was conducted:

Public Hearing

Reviewed 2005-06 Academic Excellence Indicator System report.

Open Forum

Action Items

  • The board approved the consent agenda which included minutes of prior meetings, monthly financial reports, budget amendments for 2006-07, and Quarterly Investment Report.
  • Annual audit report for the district fiscal year ending August 31, 2006 was accepted as prepared and presented by Rutherford, Lake and Taylor, CPA.
  • Textbooks were approved as presented by the Textbook  Committee and the calendar for 2007-08 was approved as presented.
  • The board extended the legal agreement with Schwartz & Eichelbaum for a period of one year, beginning on February 1, 2007.
  • A Class Size Waiver for Spring 2007 for a bilingual kindergarten class at Davis Elementary was approved.
  • The board set the rental fees for portions of the old middle school building that will be used by the First Baptist Church, less cleaning expenses.  FBC will provide janitorial services.  (Scott Crowell and Don Palmer excused themselves prior to discussion and vote on this item,  they are members of FBC.)
  • A vote was postponed on District Policy FDA (Local) Inter-district Transfers until February meeting, pending further guidelines.  The board reviewed the Board Member Procedure Manual, regarding Board Member Request for Additional Information.

Action from Executive Session

  • The board accepted the hiring of certified personnel as recommended by the administration.  Mr. Jimmy Hughes was named as Principal for Scott Elementary.
  • The superintendent’s contract was offered to Lone Finalist, Randy Hancock.  Mr. Hancock will begin March 1, 2007
  • There being no further business the meeting adjourned.

Superintendent Reports:

  • Enrollment is 3825 as of 1/12/07.
  • Construction Update - Dale Montgomery—Work continues on the baseball/softball field at the new complex.  Steel has been deliver for the batting cages, awaiting canopies, netting and scoreboards.  Landscaping to be completed as soon as the ground condition allow.
    • Miss May Vernon Elementary—Building is going up really fast we expect an early May completion.  On January 27th the rooftop AC units will be installed.  The units are air lifted into place by helicopter.
    • Nathan Morgan, Claycomb & Associates—Stadium drawings are in the offices of the Corp of Engineers. We are hopeful to have them approved and returned to us by the end of March. Auditorium plans should be completed and ready for presentation in March.
  • Von Gallagher—It is best to bid the steel all at one time for both projects, stadium and auditorium; probably will be in April or May, depending on when the Corp of Engineers returns the drawings.
  • Fall Sports Banquet at Royse City High, January 22, 2007—Dinner at 6:30 PM, Awards Ceremony at 7:15 PM
  • District Policy Update 79 will be an action item in the month of February, 2007.
  • School Board Training will be held at the Administration Building on January 23, and January 30, at 6 PM.  Dinner will be served at both training dates.
