2007 - February 20th

Royse City ISD Board of Trustees met in a regular session on Tuesday, February 20, 2007 at the Royse City ISD Administration Office.  All members being present, the following business was conducted:

Open Forum—Mr. Gary Boren, City Manager, City of Fate
Mr. Boren announced that the City of Fate celebrated the town’s 120th Anniversary with both pioneers and new citizens of the community attending the event.   The City of Fate has plans to construct a new park.  The park will be situated south of Miss May Vernon School and is made possible by a grant the City of Fate recently received.

Action Items

  • The board approved the consent agenda which included minutes of prior meetings, monthly financial reports, budget amendments, and resolutions honoring Academic All State Team: Brenton Whitaker and Austin Nichols; Texas Sportswriters’ All-State Football Team: Carlos Gallegos, Nate Barbee, and Brock Wempa.
  • The General Election was called to fill Place 6 and 7 for full 3-year terms and a Special Election, concurrent with the General Election to fill the unexpired term for Place 2, for a period of one year.  The election will be held May 12, 2007.
  • The board adopted resolutions to enter into Joint Election Agreements with the City of Royse City and City of Fate.  The polling locations are located at 100 W. Main Street, Royse City and 104 S. W.E. Crawford Ave., Fate.  The district adopted contractual agreements with the Rockwall County Elections Administrator Glenda Denton to facilitate the May 12th election.  Ms. Denton was named as Judge and Early Voting Clerk.
  • Textbooks were adopted for middle and high school mathematics as presented by the Textbook Committee.
  • District policies were updated as recommended by TASB Policy Services Update 79.
  • Policy FDA (Local) Admissions: Out of District Transfers were revised as follows:
    • The district will no longer accept non-resident students.  Transfer students currently enrolled in the district are grandfathered, with tuition being accessed according to state law and revisited each year.
    • Current transfer students with siblings who wish to enroll will be allowed to transfer as long as the siblings remain in constant enrollment.  There can be no breaks enrollment at Royse City ISD schools.Transfer students enrolled because a relative provides their primary care before/after school must be in compliance with Policy FDA Admissions (Legal and Local)
    • Employee’s children can continue to transfer into the district without tuition.
    • Other events not directly addressed above shall be left to the discretion of the superintendent.
  • The new elementary attendance zones effective beginning with the 2007-08 school year were approved as presented.
  • A TEA application for innovated course Culinary Arts was approved as recommended by the administration.
  • The Board Members Procedure Manual, Chapter on Board Training was discussed.

Action from Executive Session

  • The board accepted the hiring of certified personnel as recommended by the administration.  Administrative contracts were approved as presented.
  • There being no further business the meeting adjourned.

Superintendent Reports:

  • Enrollment is 3845 as of 2/19/07.
  • Construction Update - Dale Montgomery—Roof warranty repair work is being done at Royse City High School.  Batting cages problems are being resolved and irrigation work is continuing.
    • Miss May Vernon Elementary—Expect construction to be completed in May.
  • Nathan Morgan, Claycomb & Associates—Experiencing delays in approval from the ARmyt Corp of Engineers for the reshaping of the parking lot, due to a creek that runs through the site.  Have learned that RCISD file has moved up in priority.  Claycomb & Associates has contracted with a biologist to do a study on the area in order to certify that we are not destroying natural wetlands.  We are awaiting the full and final report.
    • Auditorium site has no issues and plans are progressing.  Plans for both facilities should be ready for presentation in the month of March, then we can go out for bids.
  • Public School Week _ Mr. Jimmy Butler—Public Schools Week is March 5-9, 2007.  A campus schedule of events was given to the board members.
