2007 - April 17th

Royse City ISD Board of Trustees met in a regular session on Tuesday, April 17, 2007 at the Royse City ISD Administration Office.  A quorum being present, the following business was conducted:

Open Forum—None

Superintendent Reports:

  • Enrollment is 3873 as of 4/14/07 indicating a 4% growth rate since 9/1/2006.

Athletic Directors’ Reports for 2006-07

  • Boys Athletics Rodney Webb – Participation has increased approximately 59% in
  • Middle School and 17% High School athletics.
  • Teams have finished in the top three in district in all sports except boys basketball.
  • New Middle School district has been a success in terms of providing opportunities for participation and a competitive environment.
  • Girls Athletics Teri Morrison -  We have 135 participants in High School with an overall GPA of an A average; 173 participants in Middle School with numbers growing.
  • Finished in the top three in all district competition.
  • Both boys and girls programs are preparing for the transition into 4A competition.


Construction Updates:

  • Royse City High –Dale Montgomery—The  rain has slowed the completion of laying grass at the high school, however it is almost finished.
  • The warranty work at the high school is just about wrapped up, with the exception of Some of the major items, ie: the roof.
  • Miss May Vernon Elementary –Jerry Gallagher— Miss May Vernon is about 99% complete. With the exception of street and sewer line. We expect the building itself to be completed by May 10, 2007. The street and sewer lines are not completed, but they are concerns for the developer at Fate not the school district. We are working to assure you that those items will be completed on a timely basis.
  • Mr. Gallager announced a meeting with all parties regarding the proposed “land swap” at the high school location on May 1, 2007. That meeting will be followed up with a special workshop on May 8th including the district and Provident Realty.
  • The plans are on the streets for the stadium and auditorium: it looks like this may be a good bid climate.

Other Reports:

  • Elections– Early voting begins Monday, April 30, 2007 at Royse City — City  Hall and Fate Community Center. Last day to early vote by personal appearance is Tuesday, May 8, 2007, and election day is Saturday, May  12, 2007.

Action Items

  • The board approved the consent agenda which included minutes of prior meeting, monthly Financial reports, budget amendments, quarterly report, janitorial bids, cafeteria equipment bid and technology equipment bid for Miss May Vernon.

Action from Executive Session

  • The board approved the  hiring of personnel as recommended by administration.

Action Items

  • The board accepted the proposed updates/revisions on the standard dress code for the middle and high school students.
  • The board tabled action on a request from the Royse City Amateur Sports Association and Rockwall Tennis Unlimited for use of school sports facilities, pending further information.
  • The board adopted Goals and Objectives presented by the administration.
  • The board tabled action on Policy FD Local-Nonresident Student in Grandparents After School Care, pending further information.
  • The board approved Policy FD Local-Admissions Inter-district Transfers as presented; tuition was set at $1,650 per student for the school year of 2007-2008.
  • Summer School was approved as presented by the administration.
  • A continuing contract was approved with Interquest  Detection Canines for drug dog visits to the district.
  • The board approved the contract with Sportsgram Internet Broadcasting for the purpose of broadcasting varsity athletic events.
  • Discussion only of Board Members Procedure Manual, Board Organization, Duties and Re-sponsibilities.
